I don't know offhand which decks reverse these - perhaps other people would like to let us know? But I can tell you why it happens!

Back in the good old days when matters occult and magickal were either hidden or only intimated to the general public, a particular principle grew up called "double blinding". A double blind deliberately mystifies a particular topic in order to confuse the uninitiated.

The topic being mystified with the Swords/Wands discrepancy is that of the magickal weapon which has control of a given element. Swords or Athames command Air, whilst Wands or Staffs command Fire.
